Chief operations Officer

Prior to coming to Juniper Tree Recovery, Billy spent 34 years working with three Community Mental Health Centers. While in Community Mental Health, he served in positions as an Addictions Counselor, County Coordinator, Residential Center Director, Outpatient Addictions Supervisor, Vice President of Addiction Services, and Vice President of Organizational Advancement. While at Pathways, Inc., Billy designed, developed, and implemented the pilot program known as Community SAP for the Department of Corrections.


Billy is originally from Fleming Neon, Letcher County, KY, and has resided in Salt Lick, Bath County, KY, since 1999. He is a graduate of Fleming-Neon High School. He has a Bachelor's Degree in Sociology from Union College, a Master's Degree in Criminal Justice Administration from The University of the Cumberlands, and a Doctorate of Ministry Degree from Andersonville Seminary.


Billy was commissioned as a Second Lieutenant in the U.S. Army and is a graduate of the U.S. Army Armor Officers School at Fort Knox, KY. He served as the Executive Officer for E Troop, 397th Cavalry, 100th Division in the U.S. Army Reserves.


Billy is a Certified Alcohol and Drug Counselor, Certified Clinical Supervisor, Certified DUI Assessor and DUI Instructor, Certified Safe Crisis Management Instructor, and Certified Prime for Life Instructor.
